The Rouen Metropolis and SNCF Réseau are studying the creation of a Metropolitan Express Network (REM), a structural project aimed at improving the frequency, speed and regularity of trains on the city's railway lines, by building on existing infrastructures.

Explain stepped in to create a comprehensive socio-economic assessment of the long-term project, in connection with the SERM approach (Schéma Express Rouennais Métropolitain).
Our mission included:

  • the definition of scenarios for the evolution of the rail offer,
  • analysis of demand and associated time savings,
  • the costing of investment and operating costs,
  • the construction of a detailed socio-economic report (Royal Instruction, IDFM),
  • the integration of accessibility, attractiveness and environmental effects.

The study also made it possible to compare the effects of scenarios “with” or “without” the REM project, in order to objectify their relevance at the metropolitan and regional levels.

Objectifs clés

The objective was to determine whether a Metropolitan Express Network was economically viable and socially relevant to meet long-term mobility needs.

Bénéfices

Benefits of the project:

  • A comprehensive assessment of the socio-economic impacts of the REM
  • Quantified and compared scenarios to inform public choices
  • Taking into account the long-term effects on accessibility and attractiveness
  • Strategic support for Métropole — Région — SNCF discussions

Conclusion

The REM project in Rouen is emblematic of a change of scale for peri-urban mobility. Thanks to its expertise, Explain made it possible to make the long-term impacts of such a project legible, in the service of more efficient and more inclusive rail mobility.
