The Rouen Metropolis and SNCF Réseau are studying the creation of a Metropolitan Express Network (REM), a structural project aimed at improving the frequency, speed and regularity of trains on the city's railway lines, by building on existing infrastructures.

The study also made it possible to compare the effects of scenarios “with” or “without” the REM project, in order to objectify their relevance at the metropolitan and regional levels.
The objective was to determine whether a Metropolitan Express Network was economically viable and socially relevant to meet long-term mobility needs.
