The Métropole de Lyon has started the construction of a multimodal simulation model on a large scale, called Modély, to better anticipate the effects of its mobility and development policies.
This model aims to simulate travel flows (car, public transport, public transport, bicycle, pedestrian), at different horizons (2030, 2040) and for various infrastructure or public policy scenarios.

Explain was commissioned for the development, calibration and exploitation of the model, with the objectives of:

  • to integrate all the modes in an intermodal logic,
  • to faithfully reproduce the observed flows,
  • to test projects such as the requalification of M6/M7, the Voies Lyonnaises or the ZFE,
  • to provide the Metropolis with a robust tool to support its decisions.

Modély is now a reference tool used by technical services and their partners to manage major structural projects in the region.

Objectifs clés

The objective was to provide the Metropolis with a robust decision support tool, capable of simulating the combined effects of development projects and public mobility policies.

Bénéfices

Benefits of the project

  • A reference model to guide mobility policies in Lyon
  • An ability to test the impacts of projects before implementation
  • A decision support tool used in strategic studies (ZFE, M6/M7 requalification...)
  • An integrated multimodal approach, faithful to the reality on the ground
  • An evolving basis for future planning documents

Conclusion

Modély is much more than a simulation tool: it is a strategic lever for thinking about the mobility of tomorrow at the scale of the Metropolis. Explain ensures its development and deployment alongside metropolitan teams.
