Revision of the Mobility Plan — Grand Besançon Métropole

Located in the heart of the Bourgogne—Franche-Comté region, Grand Besancon Metropole includes 68 municipalities and has more than 195,000 inhabitants.
Faced with growing challenges of congestion, peri-urban service and ecological transition, the community has initiated a complete revision of its Mobility Plan, entrusted to Explain.

The approach, conducted over two years, was structured into several complementary components:

1. In-depth territorial diagnosis : analysis of flows, travel practices, transport networks, parking and residential dynamics.
2. Multi-scale consultation : animation of workshops elected officials, technicians and economic actors, as well as participatory mechanisms with the inhabitants (questionnaires, participatory maps, public meetings).
3. Modeling and foresight : simulation of several mobility scenarios by 2035 according to the objectives of reducing emissions and changing demand.
4. Strategy and action plan : prioritization of measures along three axes — appeasement, intermodality, decarbonization — and breakdown into operational sheets by sector.

Explain provided the coherence between mobility, development and energy transition policies, while ensuring compatibility with the SCoT, the previous PDU and the PCAET.

The aim of the PDM review was to:

• Reducing dependence on private cars by developing the public transport offer and active modes;
• Structuring a metropolitan vision of mobility integrating peri-urban municipalities;
• Identify investment priorities and concrete levers for action;
• Fully integrate climate and energy efficiency issues into mobility planning.

The support ofExplain allowed Grand Besançon Métropole to have a clear, coherent and operational planning document, aligned with carbon neutrality goals. The approach favored a strong political and citizen ownership thanks to structured and accessible consultation. The results offer the community a strategic road map for the next fifteen years, guaranteeing more fluid, equitable and sustainable mobility throughout the country.

The Mobility Plan of Grand Besancon Metropole It is now a national reference for integrated mobility planning, combining environmental, social and economic issues in a logic of urban coherence.
