At the heart of a territory undergoing strong residential and economic development, the Communauté d'Agglomération d'Agen (CAA) has initiated the revision of its planning documents — SCoT and Plui-HD — in order to integrate the transformations induced by the LOM law and by the energy transition.

The community has entrusted to Explain the realization of a transversal diagnosis “urbanism and mobility”, then the construction of a sustainable mobility strategy articulated around the main guidelines for land use planning.

The study was based on a resolutely interdisciplinary approach:

  • Cross-reading of urban dynamics and mobilities, based on traffic data, urbanization projects and travel practices;
  • Identification of structuring polarities and corridors, based on a spatial analysis of employment centers, residential areas and transport networks;
  • Regulatory translation mobility guidelines in the SCoT and Plui-HD rooms (presentation report, PADD, DOO, thematic OAP);
  • Governance support with elected officials and institutional partners, in order to align the mobility strategy with the ambitions of the future intermunicipal PDM.

Explain's approach made it possible to articulate territorial vision and operational action, by giving a central place to mobility in the fabric of the territory.

Objectifs clés

The main challenge of the mission was tosustainably anchor mobility in urban planning tools, so that each urban project contributes to the reduction of emissions and the improvement of accessibility.
The objectives pursued were to:

  • Building a consistency between planning documents (SCoT, Plui-HD, PDM, PCAET);
  • Define a service strategy adapted to future urban developments ;
  • Integrate active and shared mobilities at the heart of development operations;
  • Give elected officials a legible and reasoned vision of mobility choices associated with each planning scenario.

The support of Explain allowed the Communauté d'Agglomération d'Agen to structure a shared territorial vision, reconciling urban growth and sustainable travel. The analyses produced facilitated dialogue between urban planners, technicians and elected officials, by providing a common decision-making framework And a operational translation mobility issues in urban planning documents.This integrated approach reinforces the capacity to manage the territory, by ensuring the compatibility of future projects with the principles of land sobriety and carbon-free mobility.
