Inter-company mobility plan (PDIE) — Business areas in Oise

The development of inter-company mobility plans is a central lever for reducing dependence on private cars in business areas, which are often marked by restricted accessibility and poorly diversified travel practices.

To accompany the SMTCO in this approach, Explain implemented one approach at a time quantitative, qualitative and partnership-based, based on a detailed knowledge of the sites and practices of employees.

The mission was structured around several complementary axes:

  • Multimodal accessibility diagnosis activity areas (private car, public transport, cycling, walking), including travel time analyses, isochronous curves and field visits;
  • Analysis of employee mobility practices, based on dedicated questionnaires and targeted exchanges with companies;
  • Animation and consultation of actors, in close collaboration with SMTCO services and the companies concerned;
  • Development of operational proposals, covering both the organization of mobility, working conditions (working hours, teleworking, sharing) and infrastructures (bicycle parking, public transport access, carpooling).

The proposals put forward were shared and discussed with businesses, in order to guarantee their ownership and feasibility.

  • Identify the obstacles and levers to the change in home—work mobility practices.
  • Promote the use of public transport, active modes and shared solutions.
  • Structuring a partnership approach between AOM, businesses and local actors.

Bénéfices

Thanks to the intervention ofExplain, the SMTCO Has a objective and shared diagnosis mobility conditions in the areas studied.
The proposed actions are concrete, hierarchical and adapted to the specificities of each site, facilitating their implementation by businesses.
The mission contributes to anchoring PDIE approaches in the long term in local mobility policy and to strengthen the effectiveness of modal shift actions.

Conclusion

This project illustrates the ability ofExplain to accompany mobility approaches with a strong human and organizational dimension, in addition to classical technical approaches.
Support for PDIEs for the SMTCO highlights the importance of a field, concerted and pragmatic approach, to sustainably change travel practices in business areas.
