Regional cycling strategy — Normandy Region

With more than 600 km of existing cycle routes and a network in constant development, the Normandy Region wanted to structure its action around a unifying strategic document, ensuring coherence between regional, departmental and local policies.

Explain conducted the mission in collaboration with the services of the Region and the actors of the territory (departments, regional natural parks, associations, local authorities), according to a participatory and prospective approach:

  1. Shared regional diagnosis
    • Inventory and mapping of the existing situation: infrastructures, services, services, signage, parking, intermodality.
    • Analysis of travel practices and tourist attendance, based on local and national data.
    • Identification of discontinuities, obstacles to practice and levers for action in the short and medium term.
  2. Definition of the regional strategy
    • Elaboration of a Common vision of cycling by 2035, structured around three pillars: daily mobility, sustainable tourism, and territorial networking.
    • Prioritization of the network into structuring routes, serving and of local interest.
    • Integration of cycling into regional planning documents (SRADDET, SRIT, CPRDFOP).
  3. Operational action plan
    • Definition of action sheets themes: planning, support, communication, governance.
    • Proposal of a regional financing arrangements and monitoring of achievements.

Explain provided a readable and concerted methodology, facilitating coordination between territorial levels and the mobilization of public and private partners.

Objectifs clés

The mission aimed to provide the Normandy Region with a clear and mobilizing strategic framework, to accelerate the transition to active mobility.
The main objectives were to:

  • Define a shared vision of cycling as a fully-fledged mode of transport ;
  • Insure the coherence of the regional cycling network and its interregional continuity;
  • Promote the bicycle as a driver of tourist and economic attractiveness;
  • Equipping territories in the local implementation of the regional cycling policy.

Bénéfices

The study allowed the Region to have a structuring reference document, reconciling political ambition and operational realism.The cycling strategy offers common basis for action to all actors in Normandy, guaranteeing the coherence and visibility of regional policy. Thanks to its transversal approach, Explain Has been able to connect planning, layout and governance, giving the Region the means to effectively manage its cycling policy.
