Multimodal vision 2030 for the transport corridors of the Métropole de Lyon

With sustained population and economic growth, the Metropolis of Lyon faces a major challenge: organizing complementarity between the various modes on a network that is already in high demand.

The study was carried out in three main stages:

1. Systemic reading of metropolitan areas
   • Analysis of current travel flows (car, public transport, active modes, urban logistics).
   • Identification of major mobility corridors and their functions: transit, local service, active mobility, metropolitan interconnection.
2. Prioritization and modeling of corridors
   • Definition of a typology of axes according to their role: structuring, intermodal or local.
   • Assessment of the capacity and resilience of the existing network.
   • Simulation of different modal organization scenarios by 2030.
3. Construction of a multimodal strategy
   • Recommendations for the reallocation of roads and the prioritization of uses.
   • Integration of active mobility and urban logistics policies.
   • Proposal of a prioritization framework infrastructure and development projects.

Explain's approach was based on systemic and pragmatic vision, combining modeling, empirical data and technical consultation.

The main objective of the mission was to provide a unified and forward-looking vision of mobility at the metropolitan level, by identifying the main corridors to be developed or requalified.
Specific objectives:

• Anticipate travel needs by 2030;
• Clarify the functional roles of major metropolitan areas ;
• Define the principles of articulation between modes (TC, active modes, logistics, automotive);
• Prioritize the projects to be initiated according to their impact, feasibility and territorial coherence.
