Redevelopment of the Croix de Chavaux — City of Montreuil

La Place de la Croix-de-Chavaux, a real gateway to downtown Montreuil, concentrates significant traffic while welcoming massive pedestrian flows linked to the metro, shops and public facilities.
The requalification project, led by Is Ensemble, aims to transform this space into a peaceful and multimodal urban crossroads, integrating pedestrians, cyclists, buses, taxis and general traffic.

Explain was responsible for evaluating the impacts of this transformation on the circulation and hierarchy of the network.
The mission was structured around three components:

1. Complete diagnosis of existing functioning
   • Directional counting, flow observation, speeds and queues.
   • Identification of points of friction and conflicts of use.
2. Modeling of development scenarios
   • Integration of the projected road map into a local static model.
   • Assessment of the effects on travel times, fluidity and junction capacities.
   • Simulation of traffic reports on adjacent roads.
3. Analysis and recommendations
   • Definition of alternative scenarios for the organization of traffic and bus priorities.
   • Proposals for adjustments to ensure compatibility with the metropolitan mobility policy.

The study made it possible to secure the design of the urban project based on a numerical evaluation and comparative scenarios.

The study conducted by Explain allowed the City of Montreuil and to Is Ensemble to have a objective and operational analysis of the functioning of the Croix de Chavaux. The results informed decisions on phasing and planning principles, by reconciling peaceful mobility, metropolitan accessibility and the continuity of public transport.Explain has thus contributed to the transformation of a complex road junction into peaceful and multimodal public space, an example of the peaceful city policy implemented in the region.
