LOTI report on the A89—A6 link

Commissioned in 2013, the A89—A6 connection has completed a strategic link in the national highway network, by improving the continuity of exchanges between south-western and central-eastern France.
Ten years later, Explain was responsible for drawing up the socio-economic and territorial assessment of the project, making it possible to measure the concrete results in relation to the initial forecasts.

The mission was structured according to the official methodology of LOTI balance sheet, in four main sections:

  1. Analysis of the initial situation and the objectives of the project
    • Study of traffic conditions before commissioning (traffic, congestion, accidents).
    • Reconstitution of the hypotheses used in the ex ante evaluation.
  2. Measuring observed effects
    • Analysis of real traffic, traffic reports and modal distribution.
    • Assessment of savings in time, safety and comfort.
    • Estimation of economic and environmental impacts.
  3. Comparison between forecasts and achievements
    • Comparison between traffic hypotheses and observed data.
    • Analysis of differences and explanatory factors (economic growth, logistical uses, evolution of transport costs).
  4. Summary and lessons
    • Overall socio-economic and financial performance report.
    • Identification of useful lessons for the future planning of highway projects.

Explain's approach ensured the neutrality and robustness of the balance sheet, while presenting the results in a clear and usable manner for the contracting authority and the State services.
